Vocational work based learning activities towards an effective management of European cultural and touristic heritage (EUCULTMANAGEMENT)

The present project approved on August 2019 is an ERASMUS PLUS VET one addressed to the sector of “Management of cultural services” understood as the conservation, promotion and protection of cultural, landscape and tourist heritage. The project therefore has a sectoral approach, but intends to offer training opportunities abroad to students of the Institutes that are part of the National Mobility Consortium, strengthening and leveraging on some specific professional skills that come out of the specific fields of study, developing at the same time the so-called Life Skills with respect to the aforementioned sector.

The proposal stems from the fact that this sector in Europe and especially in our country, certainly represents an employment area of considerable importance and one of the main resources in many places and territories, currently and always in continuous evolution. Today more than ever, in order to be competitive in the sector and to carry out effective employment policies, it is necessary to enhance the cultural heritage of a territory in an integrated system, putting on the field human resources from different training contexts. In this context, public and private institutions are the primary actors in the commitment to the enhancement of their territory.

The area of Cultural Heritage in Italy represents a complex articulation of activities with a wide range of organizations in constant transformation: one of the largest assets in the world, in a phase of profound institutional and market changes, which produces inevitable effects on employment and professional structures. In this area the public role is predominant, articulated in different administrative levels, characterized by a progressive passage from the central to the local management. The endowment of private subjects and ecclesiastical bodies is also of great importance.

Student mobility: an internship abroad for a maximum period of 21 days included 2 days of travel directed to involve 29 students from 6 schools betwee.

This activity is open to students from the fourth class of the Consortium Institutes. Learners are hosted either in a relevant company or other organisation or in a school (with periods of work-based learning). Each mobility activity is established within a framework work programme agreed in advance by the sending and hosting organisations to ensure a high level of quality of the activity, including a “Memorandum of Understanding and Learning Agreement”.

Learning outcomes are formally recognised and validated at institutional level.

In order to strengthen young people’s employability and facilitate their transition to the labour market, it is also possible to provide for the participation of new graduates in this activity (not more than one year after the award of the title).

Description and recipients

The European Union has introduced a training policy for the professional community to support the free movement of workers across borders and has also facilitated the acquisition and transfer of skills. In this sense, support for mobility is one of the cornerstones of EU action, with an approach that we can define as trainee-oriented, thanks to which the EU underlines the importance of the acquisition of language skills, transversal skills, and transferable technical-professional skills. The addressees, after a specific selection, will be identified among those who attend (or have completed) a training course related to the following possible professional areas:

  • Cultural marketing;
  • Communication and artistic promotion;
  • Commercial services in the area;
  • Tourist services;
  • Enterprise: innovation and technological development.

Depending on the area identified, different basic prerequisites will be considered, for example, merit requirements:

  • Linked to operations in the context of the intervention of conservation, promotion and protection of cultural heritage and landscape. 
  • Linked to operations within the framework of the intervention of enhancement and support to artistic production, creativity and cultural access by citizens;
  • Linked to the operation within the process of protection and conservation further divided into the functions of cataloguing and documentation;
  • Linked to the management of the processes of enhancement and support, described through the two main activities that characterize it: those of a cultural nature and that of exhibition activities.
  • Linked to the management of activities in terms of cultural and scientific management: there is no codified basic training, although some professional training courses provide, more than others, a preparation that allows you to manage more effectively the type of activities related to the individual professional figures.
